I don't think we have a good theory as to why Titan has an atmosphere and the Moon does not, except for the very large difference in distance from the Sun, hence less UV breaking down molecules into atoms, and less Solar Wind to blow them away. Titan is cooler than Mercury, as it receives less solar energy, which means that the molecules of it's atmosphere are slower on the average.
Why? Titan's atmosphere contains no ozone; however the CIRS results show that a large part of its atmosphere is isolated during the polar night, and that could allow unusual and complex chemistry to occur.
